Mr. Conley has over 35 years of industrial management and environmental consulting experience with: a Fortune 50 pharmaceutical/healthcare company; a large multi-disciplinary consulting engineering firm; regional environmental consulting and construction firms; and in private environmental consulting practice. His environmental consulting experience encompasses managing an 85-person office; project oversight/management; contract negotiations; environmental planning; environmental compliance consulting; property and business transaction due diligence; construction management; regulatory compliance; hazardous waste management; remedial investigation and design.
Experience
In recent years while working for smaller firms, Mr. Conley has completed Phase I and Phase II Environmental Site Assessments for a variety of clients; including a State University, attorneys and their clients; an multi-national electronics company, a hospital garment manufacturer, real estate developers, pharmaceutical R&D and biotechnology companies, investor groups and others. Due diligence assignments were completed in accordance with ASTM and/or regulatory requirements and/or client protocols.
In addition, he has developed a number of useful regulatory compliance tools for industrial clients, particularly electric power generating plants, that facilitate maintaining operations in accord with the applicable Federal, State and local permit and statutary requirements. Integrated within this work is the development and submission of various permit applications, compliance plans, emergency response plans, polution prevention plans,training programs, etc.
Mr. Conley’s experience while employed by a large multi-disciplinary, international consulting engineering firm included:
- Managing national contracts with Ford Motor Company and IBM. Services performed included Environmental Site Assessments, including building systems; conducting site investigations; UST removals and installing replacement tank systems; negotiating with local regulators; and providing demolition and remediation services.
- Providing Environmental Site Assessment and ISRA services; preparing air permit applications; resolving hazardous waste issues; and completing preparation of regulatory plans and procedures for a New Jersey-based biotechnology firm.
- Performing Environmental Site Assessments and Phase II Investigations of a large industrial sites in New Jersey (ISRA Applicable) and California for a division of Siemens Corporation in preparation for their vacating/selling the properties.
- Providing due diligence training and guidance to major consumer electronics manufacturer divesting a $2 billion division. Coordinating plant site visitations and determined extent of environmental liabilities for North and South American and European operations.
- Supervising decontamination and end-of-lease due diligence of biotechnology research and development laboratory.
- Performing due diligence services for a utility considering acquisition of an existing private, electric and steam generating facility.
- Directing a multi-office effort to document, upgrade and train operators for a 500,000 GPD industrial wastewater treatment facility. Enabled client to consistently meet corporate and permit discharge limits and reduce operating costs.
- Preparating a RCRA Facility Investigation (RFI) submittal for a major electronics manufacturer’s site. The RFI considered groundwater and soil issues involving volatile organic and metals contamination.
- Assisting the sole PRP for a state superfund site in negotiating contents of Consent Order and development of remedial work plans. Directed implementation of work plans and onstruction of site remediation systems (soil removal, groundwater pump and treat and oil vacuum extraction). Negotiated treated discharge requirements and a groundwater onitoring program that allowed for increasing intervals between sampling events and decreasing sampling locations as site hydrogeologic conditions stabilized.
- Managing development of bid plans and specifications and subsequent construction management for implementation of an ISRA clean-up of a chemical manufacturing facility in northern New Jersey. Negotiated establishment of Classification Exception Area (CEA), and an agreement to eliminate quarterly sampling and to remediate soil and groundwater contamination via natural attenuation.
- Supervising preparation of engineering plans and specifications to retrofit existing hazardous waste storage chambers at two treatment facilities. Provided engineering and inspection services for the owner during construction and prepared RCRA certification reports.
